VIETNAM - AFGHANISTAN RELATIONS


1. Political relations:

Vietnam and Afghanistan established diplomatic relations on 16th September 1974. Vietnam’s Embassy in Kabul opened in November 1978 and closed in June 1992. Vietnam’s Embassy in Pakistan was re-opened in 2005 and accredited to Afghanistan. The Afghanistan Embassy in China is accredited to Vietnam. 

a. Vietnamese leaders’ visits to Afghanistan:
Delegations led by Mr. Tran Quoc Huong, Secretary of Central Communist Party in April 1988 and by Mr. Nguyen Quyet, Secretary of Communist Party Central Committee, Vice Chairman of State Council in April 1989.

b. The visits to Vietnam by leaders of Afghanistan:
Delegations led by Mr. Najibullah, President of Afghanistan, General Secretary of the People’s Democratic Party on 25-29 December 1987.

- Vietnam recognized the Government of President Hamid Kazai in  December 2001. Through UNICEF, Vietnam provided Afghanistan with humanitarian assistance worth US$ 300,000 in kinds. Vietnam has also participated in International Meetings on Afghanistan Reconstruction from 2001. 

- While a cooperation mechanism between the two countries is yet in existence, the two sides have maintained exchanges of congratulation letters by high-ranking leaders on the occasion of national celebration.

2. In the fields of Economics, Investment, Commerce, Science-Technology and Culture:

Due to the civil war and economic difficulties in Afghanistan, the relations of economics, investment, commerce, science-technology and culture between the two countries have not yet enjoyed  favorable conditions to develop.
