Resolution 1244 - legal basis for Kosovo issue, says diplomat


New York (VNA) – The UN Resolution 1244 (1999) remains in force and is a legal basis to deal with the issue of Kosovo, said the Representative of Vietnam to the UN Security Council, Ambassador Le Luong Minh, at the UNSC debate on Kosovo on April 21.

Ambassador Minh reaffirmed Vietnam ’s consistent position of respect for the independence and territorial integrity of sovereign states, however expressed his concern about the negative implications of the Kosovo’s declaration of independence on February 17, 2008.

“The unilateral declaration of independence by Kosovo was not in conformity with resolution 1244 which the UN Secretary General has affirmed remains in force and constitutes the legal framework for the mandate of UN Interim Administration Mission in Kosovo (UNMIK) pending guidance from the Security Council,” Minh said.

He said he shared the UN Secretary General’s view that any violence directed at UNMIK’s personnel or facilities or against members of any of Kosovo’s communities is unacceptable and cannot be tolerated.

He called upon all sides to refrain from actions that would endanger peace and jeopardize security in Kosovo and the region.

The diplomat urged UNMIK to continue its mandate in the spirit of Resolution 1244 to ensure security in Kosovo. He encouraged the promotion of dialogue and negotiation between relevant parties to reach a long-lasting solution to the issue of Kosovo for the sake of regional and international peace and security.
