Vietnam, RoK strengthen and elevate cooperation

VNA 21/10/2009 - Vietnam and the Republic of Korea have agreed to elevate their relationship to that of a strategic cooperative partnership for peace, stability and development.

This promotion of relations was included in a joint declaration issued in Hanoi on Oct. 21 during the current official visit to Vietnam by RoK President Lee Myung Bak at the invitation of President Nguyen Minh Triet.

The two presidents agreed to boost exchanges and cooperation in areas ranging from politics and security, to economy, science and technology, the judiciary and consular relations, culture and society and regional and international forums.

In order to improve cooperation in foreign affairs, national security and defence, the two sides agreed to set up an annual strategic dialogue of Deputy Foreign Ministers with the participation of relevant ministries and sectors.

The two sides agreed to exert efforts to raise trade turnover between the two countries to 20 billion USD by 2015 and to cooperate on maintaining a balance of trade.

They also agreed to undertake discussions on the establishment of a joint working group to study the possibility and feasibility of a RoK-Vietnam Free Trade Agreement.

The RoK side recognised Vietnam as having a market-oriented economy and pledged to continue encouraging their enterprises to invest in mining, mineral processing, banking and infrastructure construction.

The RoK affirmed it will continue cooperate with Vietnam as a key partner in future.

The Vietnamese side pointed to the project “Basic Planning for Red River Area Development,” in Hanoi as a typical example of the cooperation between the two capital cities of Hanoi and Seoul .

Vietnam highly valued the RoK’s official development assistance (ODA) as making remarkable contributions to Vietnam ’s socio-economic development.

The two leaders agreed on promoting cooperation on information technology and computerisation, communications, television and broadcasting and human resources development for the media and communications sector.

They shared common views on the importance of atomic energy in ensuring energy security during the economic development process. Vietnam highly appreciates RoK support for atomic energy development activities, including the establishment of legal mechanism and human resources training.

Both sides agreed on the RoK’s provision of technical assistance in the area to Vietnam in the coming time.

The two leaders agreed on the need to expand consular cooperation to meet the growing demand from the two peoples for travel between Vietnam and the RoK.

They agreed to conduct necessary measures for the early ratification of an extradition treaty, which would clarify the rendition of those wanted for crimes to their home country, and the signing of an agreement on civil justice support that is aimed at improving the current judicial support systems of the two countries.

Both sides agreed to consider streamlining visa procedures for the people of the two nations.

They agreed to boost cooperation in culture, tourism, education, youth activities, the arts, television and broadcasting and sports with a view toward promoting mutual understanding between the people of the two countries, especially the youth – a critical generation for the future of both nations.

As for bilateral cooperation in regional and international forums, the two leaders emphasised the denuclearisation of the Korean peninsula through peaceful measures as critical to the maintenance of peace and stability in the Asia-Pacific region. They expressed their full support for the speedy resumption of the six-party talks.

Vietnam congratulated the RoK on its chairmanship and hosting of the G20 summit in 2010. The two sides agreed to work closely within regional cooperative bodies such as the ASEAN plus RoK, the ASEAN+3, the ASEAN Regional Forum (ARF), the East Asia Summit (EAS) and the Asia Pacific Economic Cooperation (APEC) forum, as well as at other international forums including the United Nations.

The two state leaders expressed their belief that the results of this summit will be a new milestone in the Vietnam-RoK relationship, contributing to promoting and lifting the friendship and cooperation between the two countries to a higher level./.
