Press Release: Eight round of negotiations for a framework agreement on comprehensive partnership and cooperation (PCA) between Vietnam and the European Union

Vietnam’s negotiating team, led by Mr. Bui Thanh Son, Vice-Minister for Foreign Affairs, was composed of representatives from ministries and sectors concerned. The European Union’s team, which was headed by Mr. James Moran, Director for Asia, European Commission Directorate General for External Relations, was composed of representatives from EU Headquarters and the Delegation of the European Union in Hanoi. Representatives of EU Member States in Hanoi also attended the negotiations.
In the spirit of cooperation, mutual understanding and respect of each other's interests, the two sides discussed important articles of the PCA, including General Principles, Non-proliferation of weapons of mass destruction, Migration as well as Remnants of War, Legal cooperation and ICC, Small Arms and Light Weapons, Market Economy Status, GSP, Taxation, Labour and Employment. Good progress was made and both sides have agreed to a number of articles.
Both sides agreed to continue their exchanges on some issues, and considered that the outcome leaves a reasonable chance of concluding the Agreement soon./.
